Board Meeting Minutes Nov. 12, 2009

 

Board Members Present:  Craig Simon, Steve Harrelson, Van Shaver, Bill Marcus, Gary Ubben, Scott Newman, Lisa Russell, Bobby Johnson, Larry Proaps, Leroy Tate

Staff Present:  Director Honeycutt, Sissy Foster, Jason Vance, Kim McGimsey, Kathy Greene, Alysa Phipps, Chris Smallen, Dawn Cox, Kathy Proaps, Alison Millsaps, Lois Snow

Principals Present:  Joey Breedlove, Scott MacKintosh, David Clinton, Cheri Parrish, Kim Greenway, Jennifer Malone,

               Visitor Pat Hunter addressed the Board concerning the negative effect of  Removal of Air Monitors by TDEC @FLMS & LES.

               Visitor James truitt addressed the Board about TDEC report of $38,000.00 savings

               Highland Park Elementary presented their Flag Team

               Student Reports were given by Meredith Duncan, GBS  and Andrew Russell, LHS

               Deputy Commissioner Robert Greene addressed the Board about the new Tennessee Diploma Project, new standards,    higher baseline cut scores, the possibility of lower grade card scores this year, the cut off scores being even higher in 2010               and that systems can expect a drop  in performance.  He stressed that the Director of Schools, Central Office                Administration, School Principals, and Teachers should not be blamed for the lower scores due to the change in the   baseline scores and the definition of what is proficient.

               Discussion:  Bill Marcus questioned how if any this would affect the 2 schools that we currently have that are on the school  improvement.  Mr. Greene commented that the status would probably be the same because the process should not affect    AYP.  Bill Marcus questioned whether or this would effect funding in any way and Mr.  Greene answered,  No.  Craig Simon      questioned how much worse can we expect next year and Mr. Greene replied possibly another letter grade.

 

Motion for Director Honeycutt to meet with Mayor Arp and his governing body and bring us back numbers so that we will know how much money we have to work with for the School Building Program made by Tate             2nd by Russell

Motion to approve Budget Amendments #1,2,3,and 5 on the list of recommendations made by Marcus  

   2nd by  Simon                             All Ayes

Budget Committee Recommendations:

The following recommendations were approved by the Budget Committee of the Loudon County Board of Education on November 02, 2009.

               1.            All Amendments for Fund 143 be approved as presented.

               2.            All amendments for Fund 142 be approved as presented.

               3.            All amendments for Fund 141 be approved woth the following exceptions:

                              a.  Eaton Elementary Car Line should be funded with the school’s money.  This amendment is listed on page (7) of the 141 document, lilne item 71100-163,  71100-201,   71100-204,  and 71100-212

                              b.  All schools should pay for School Assigned Subs.  This is listed on pages (7) and (11) of the 141 document, line items 71100-198,  71100-201,  71100-204,  71100-212,  and 72210-524.

               4.            All schools must restrict all of their funds by December 31, 2009.

               5.            There should be no money allocated to the Loudon County Education Foundation.

Policy Committee Recommendations

 The following recommendations were made by the Policy Committee of the Loudon County Board of Education on November 05, 2009.

               1.            To approve Instructional Services Policies with the exception of 4.502 & 4.605.

               2.            To remove line (6) from policy # 6.314 which reads “In determining  the use and degree of corporal punishment, consideration will be given to the age, sex, size,  physical and emotional condition of the child”.

               3.            To approve proposed revisions to policy 6.317

 

Motion to approve Bud Cheatham as coach at NMS made by   Johnson           2nd by   Proaps

Motion to approve On-Line Physics Program at LHS made by Scott Newman      2nd by Larry Proaps

               Cheri Parrish publicly thanked Tellico Village Computer Club and Warren Sanders for their generous donation of computers   to( )6 LHS families.  (Thank You Card to be sent from Board).

Motion to request that a letter be written to TDEC requesting that Air Monitors be left intact and checked on a regular basis for safety made by   Shaver      2nd by   Russell                            All Ayes

               Visitor Richard Truitt addressed the Board about the grading system.
